Shuffle Your Garbage to the Dumpster… with Caution

I’m sure you’ve lived in a place before, and that the place where you lived had garbage service. There are some rules to how the garbage works, but as long as you follow a few simple rules, you can get rid of anything short of a couch or refrigerator, but not at Heatherwood Apartments, unless you’re willing to take a risk or two.

You obviously can’t take a piece of furniture and put it out by the dumpsters. My movers tried that with an end-table that was broken and no longer needed. It was small enough to fit in the mega-compactor, but as a piece of constructed furniture, I understood why they wouldn’t want it in there.

Mind you, the garbage company has no problem with these items, they just don’t want them in the compactor because they tend not to crush very well. After I learned about the problem, I asked if it would be alright to break the item down and dispose of it in that way, and they told me the answer was absolutely no.

The next day, however, I was taking out a bag of kitchen garbage when I found an entire entertainment center sitting beside the dumpster. I found this to be quite strange, and thought I’d bring it to the attention of management, but just a few hours later, after the trash had been picked up, I discovered the entertainment center was gone.

Where did it go?

Maybe the garbage men took it. Maybe maintenance broke it down and put it in the dumpster. Maybe management paid maintenance to deliver it to the transfer station… though that doesn’t sound wholly likely, does it?

In any case, this piece of garbage was removed, and it was done without any repercussion to the previous owner who had dumped it. Meanwhile, my small, broken coffee table had to be professionally moved to my new house so I could then pay to dump it from there. I imagine I paid more to get rid of it than I did to get it in the first place, when you count paying a man to move it to the dumpster, back to the apartment, in to the moving truck, across town, back out of the moving truck, and then put it in my new garbage can.

Apartment renters rarely own trucks or other high-capacity vehicles, so if we can’t dump our garbage in the place where we live (as is legally required, if you check out the utility mandates according to refuse handlers), then how are we supposed to deal with such items?

The answer, apparently (and I’ll swear this until I’m told a better solution) is to only dump them in the garbage area after dark when management’s watchful eyes are closed and sleeping on their plush, cushy pillows.

What’s Up with the Google Ads?

I’ve been trying to find a reliable metric to track traffic ever since the site was launched, but many methods are inconsistent or rely on not-for-profit systems with frequent outages. There are a number of complicated solutions available, as well as one that is very, very easy; Google Adsense.

If I placed paying ads on this site, it would be very easy for a court to misconstrue my efforts to educate the public for a crusade for personal gain. I haven’t put any ads on the site to avoid exactly that discussion, but that doesn’t mean I can’t take advantage of Google’s ads for the sake of tracking my traffic, even if I’ve made it impossible to actually get paid for doing so.

If You Want a Better Neighbor, Be One

I spent the first 20 years of my life living in a pretty sheltered neighborhood. You might even call it exclusive in that the lots were big, there was only one road that ran through it, and all of my neighbors were so old that by now I’m sure they’re all dead, so I didn’t really understand what it meant to have, want or be a good neighbor until I first struck out on my own. Almost everyone complains about their neighbors, but there’s a pretty easy way to get yourself better neighbors, and it doesn’t always have to involve moving, just BE a better neighbor yourself.

Can You Get a Satellite Dish at Your Apartment?

Oh boy, oh boy; this question is a biggy, and the answer in your face is going to depend on who you ask. If you ask your apartment manager, you’re going to get one, and it’s going to be painted heavily with the brush of profit and convenience as they see fit to do so, even if it’s in stark contrast to the law. When I moved in to Heatherwood, I saw the rates they wanted to charge me for their Bulk Cable account through Comcast, so I headed straight for the Dish… and was told I couldn’t have one. Turns out it isn’t that simple, so if you have an apartment and want a satellite dish, you need to know a bit more about your rights.

Captain Bice from Whatcom Security a Truly Remarkable Officer

I had my first encounter with Captain Robert Bice just a few days after I moved in, but it was just the first of many opportunities to deal with him. I was so impressed with his dedication to service that I commended him by name to Phil at DevCo (the owner of Heatherwood), twice to Charito, once to each of the other managers (all at the same time) and even took the extra step to send a letter to his supervisor. Be Young & Dangerous If You Must, But Don’t Be Crazy

Since I don’t have a Frequently Asked Question page, I guess I’ll just answer the one question most frequently asked here. What Would It Take to Delete Articles Off This Site?

As with every site and project I operate, I hire outside editors to go back over my work. Mostly they’re just here to fix spelling, word usage and grammatical errors, but often they go far beyond the call of duty and interlink pages, offer thematic revisions and even make personal suggestions and recommendations. See, although I’ve been tested to an IQ of 135 (I’ve always said I’m no genius, and the test that measures it don’t lie) I have a painful lack of attention to detail, and when it comes to spotting my own mistakes, I’m even worse for the wear.

Cleaning Costs Blown Out of the Water… By Craig’s List?

From the very beginning (of the end) I contested the cleaning costs from when I moved out of my mediocre pad at Heatherwood Apartments in South Everett. I wasn’t resistant to the charges because I’m cheap, but because I know the difference between clean and dirty. My mom is a neat freak and she raised me to be one as just like her. When it came time to move-out, I was slapped with a fat cleaning bill, and I couldn’t believe it… well, I could, but not because the apartment wasn’t clean.

They really like to cling to their technical, geographic location inside of Mill Creek, which they do indeed technically have… but if the address is undeniable, why did they direct me through a route to drag me through untold miles of needless suburbs to get there? About three weeks after we moved in to Heatherwood, I had occasion to travel out of town. I don’t generally answer phone calls at odd hours, nor from blocked numbers, so I thought it odd my phone was blowing up from about 6:00 in the morning. According to every tenant I’ve interviewed, they work pre-lease negotiations fraudulently, and write the leases themselves in ways that strain legal believability.

Tidbit From Corporate About Cleaning

I had a great chat with Phil from DevCo, the parent company that owns Heatherwood Apartments. When I tried civilly to ask him about why I was being charged $220 for a cursory cleaning of my apartment, he conceded that no matter what, they have to send in someone to do a final clean and sanitization. But it doesn’t mean anything, does it?

The final scrub on my apartment couldn’t have been more than an hour, and I’ll see them in court or at the gates of hell for them to defend it otherwise. Phil says you get 2-hours of cleaning included automatically, so if it’s 2-hours PLUS $220 to clean a toiled, wipe the fridge and clean the pink around the bathtub drain, the guy has to be earning about $500 per hour, and work very, very slow.

The Longer This Bad Boy Goes…

It’s funny, to me. I’ve put out a solid 10-emails to Heatherwood front office staff, all of it to Charito and Jill, but it’s gone a bit further than that, and it’s not for a lack of me trying to make things go more smoothly from my end. But it gets worse and crazier still.

I asked, and begged, and pleaded to get a phone number or any sort of contact information for corporate headquarters, and it wasn’t easy, but I finally got it. It’s a company called DevCo, and Phil from corporate was a really nice guy. What it Takes to Qualify for Low-Income Tax-Credit

Heatherwood Apartments operates under a very unique “tax-credit” umbrella, and a lot of prospective tenants misunderstand the requirements of this program. On the surface it sounds plain enough; they have to rent to a specific number of low-income tenants, and as long as they do so, they get a substantial tax credit. It’s enough to more than make up for the discount afforded, but you’re missing the critical element here… you have to be poor, but they DO NOT have to give you a good deal.

My Poor Deposit and the Poorer Lies that Followed

When it came time for me to leave, I left Heatherwood in a shockingly positive position. Not only did I leave the place clean, clear and free of any damage (I took a hundred pictures to prove it, you know, just in case they might not be totally ethical about it.)

I went an extra mile though. I moved out a full early and gave them the place back clean, clear and ready for their once-over, so they could get it shown and rented back out while I still had weeks on my lease.

Repairs Rarely Done & Poorly At That

When I first moved in, there were tons and tons of problems with the apartment, and I immediately demanded these items repaired without success. I put all my complaints in the Move-In report, but it didn’t matter. That only counts when it comes time to move out.

We had a broken door in the hallway, broken lights in the bathroom, and a balcony door that wouldn’t even unlock to open. We complained by telephone without result. We complained in person (and watched the assistant manager write it down) without result. Then we wrote it down and mailed it to them, and within two-weeks theses problems were fixed.

Should I Ignore It, Let It Go To Collections or What?

If you move out, whether as an eviction or otherwise, you have to be diligent with your outstanding balance whatever it is. In short, if they say you owe money, you need to pay it. Site Lies: Contact Page of HeatherApts.com

It may sound nitpicky, or strange, but maybe because it is. The Contact Page is only one example of this, and it’s isolated, but every ounce still counts, so take this with or like the grain of salt it is.

EMAIL link is broken. The only way to find the email address, sadly and strangely, is to dig in to the source code of the page and get pretty intuitive with how code is written. This isn’t a big lie, perhaps, but maybe more of a great and sweeping incompetence.

Legality of Carpet Cleaning vs. Normal Wear and Tear

Very few states let landlords charge tenants for carpet cleaning after a period of tenancy greater than six-months. Even if your state does, it will still come down to a judge’s decision, ultimately. When you rent an apartment, you have the right to live in it. When you leave, it is legally assumed that it will be worse only for the wear and tear. If someone is trying to charge your for carpet cleaning when you move out, you have the right to fight it, no matter what your lease agreement says.

Water & Sewer Charges Beyond Insane

Before we moved in, we were told in no uncertain terms that the water was included in our rent… mind you, it is, but only in the fact that you pay it straight to management on top of your rent. It’s not included “free”, it’s just included in that you pay it to the front office… that was a bit misleading, and we didn’t find it out until we sat down to sign the lease… but it might be more even than your worst expectations.

Garage Discount Mistruth and Follow-up Failure to Disclose

When we first moved in, there was a flier in the lobby that had an offer pretty good to entice us to accept a garage unit. We didn’t need one, but we had a few things that needed to go into storage, and since the Pathfinder didn’t have a working lock on the back hatch, we figured it might be worth the while.

We didn’t take the flier, but we both remembered it saying that the first month was free. Apparently, not the case.

Stormy Cloud Imagines Silver Lining

When I first launched this project, I wondered what would happen if Heatherwood senior management (not Charito or any of the golf-cart queens, but the real powers-that-be) saw my efforts, stepped up and offered me a quiet bucket of hushy-hush cash. It’s always a very real possibility, but one I didn’t want to think about, because this effort is so much bigger than me.

Let’s face it, I already got back an amount of rental deposit I was willing to accept. Sure, it’s still heavily discounted by an assortment of frauds rife in the entrenchment of Heatherwood management, but every man has his price, and I’d be lying to say I’m no different.

Forums/Bulletin Board Coming Real Soon

My experiences and grievances, though very real, are legit and important, but that’s never been the point of this site, and the goal of this site has always been to create an open forum (with a thin veil of anonymity) by which tenants and those with knowledge of the apartments may have a place for the open airing of compliments, grievances and general questions.

Without offering a Forum or Bulletin Board it would be painfully difficult to expect any sort of open discussion. It’s a database editing and management nightmare, but I have all the files needed and am now configuring them so readers will be able to start and continue their own discussions as they wish.

The Great Garbage Hassle

South Everett has this thing about garbage, and it’s a real hassle for most of the complexes wishing to build there. In short it says that you can only have ONE single, central place for dumpsters. You can imagine how tricky this gets.

Why, at Heatherwood Apartments in Mill Creek, Washington alone, there are apartments fully 1/4 mile from the dumpsters, so how do landlords deal with it in ways that keep the tenants happy?

Signing the Lease

When we first found Heatherwood, we couldn’t believe our luck. From before the first day the whole thing seemed too good to be true… and maybe it was.

Despite our good credit (good enough we rented the past two houses without problem, and our credit got no worse) we had to take on a co-signor. It was a real struggle to get one, but my ex-brother-in-law stepped in when others stepped out.

A Word About Charito

The Heatherwood was a brilliant concept in profitability by whomever conceived it. They get tax credits for permitting that YMCA on site, and far more credits still by catering to Low-Income tenants… but that doesn’t mean they have to give a discount.

They way Low-Income Tax-Credit apartments works has nothing to do with how much the residents pay, but rather, how much they earn.
